A gaucho gentleman collects his mail

I was entering the town of Rucachoroi, not far from Alumine in the province of Neuquen, when I saw this gentleman in local dress (slowly disappearing). He’s clutching some official looking mail in his hand, so is probably returning from the post office. The black and white seemed somehow appropriate.
