Hawk or Harrier??

Had a hard time choosing today. More snow, and a gray day...hence the black and white silhouette effect of the blip. We went outside to shovel the walkway and replenish the bird feeders and suet cakes. It was warmer than yesterday, so nice being outside. As I refilled one suet holder, I looked up towards the sky and saw this beauty perched on a branch overlooking the lake. At first, I thought is that a dove? But no, the tail is all wrong. Well, I used the max of my telephoto lens and cropped it beyond belief. Thinking it could be a Northern Harrier as they winter here or a slow moving Hawk. If anyone knows for sure, please let me know.
