An Hour BEFORE High Tide !!
The sea is already covering Foreshore Road, at Scarborough, with an hour to go before High Tide. Further along on Sandside the sea has already overtopped the harbour wall.
This is not the fairly common situation of a rough sea with waves breaking over the road for a few seconds, driven by wind.
This is a dead calm sea, an hour before a VERY High Tide, boosted by a Storm Surge in the North Sea. The highest sea level in many years.
The object in the road on its side is a Pay Kiosk for beach deckchairs that seconds before was attached to the slipway. Now it is being moved effortlessly around the road by the sheer force of the water.
