It didn't stop anyone (including us) walking round the barrier on to the breakwater and many people ventured out along the causeway (the distance is deceptive, it's nearly a mile long and the causeway is covered by the sea at high tide). The 'construction' seemed to be a few stones that had been dug up and and some tools left lying around.
