Hands (!!)

Are they actually everywhere and I've never noticed them?

I spied these in the corner where the modern glass addition to City Hall meets the original brick. They're perched on the sill of a bricked in window on the second floor. Stopped me in my tracks, cos you wouldn't generally look up to survey for public art when entering and exiting the busy front doors of City Hall. Real show stopper. Had to run back to work to get my camera.
