Smokers

Have not blipped for a long time but have started again.

Saw these stubbed out cigarettes left on top of a waste bin apparently by people who work. in nearby shops. In Scotland it is illegal to smoke in enclosed places.
Why do they not put them in the bin instead of on top of it? Any suggestions.
