Fountain

Spotted this fountain today whilst in Sandbach, Cheshire.

It refers to Fred Flint MP on the dedication plaques, but I've not been able to find out any more information (even searching google!). So if you know anything about him please drop me a comment. In the meantime I will continue searching.
