Poverty? Plastic bags with cardboard soles for sho

Is this poverty? I smelled alcohol as she walked past, will she buy alcohol but not a silly cheap pair of shoes? She could get a pair of shoes from any Salvation Army centre. I'm not sure if this is poverty or giving the impression of poverty.
