Passed by the Eemshaven and saw the MPI Adventure loading windmill parts.
It's a so-called Jack-up construction rig. Owned by a Vroon company. Here are more details.

Odd to see it above the water... so you can see the thrusters and the zinc anodes: placed everywhere under the normal waterline (the grey "dots"); they prevent the ship's material from rusting away....
