Bollards

These green bollards are popping up everywhere, at either side of a minor turning, at either side of telegraph poles, at either side of a mas or tractor shed at the side of the track... and who knows where else. But what's the point, it just seems like a waste of money that they can't possibly have. Or maybe it's an E.U. directive?
