Low-tech road mending

I went to see my Mum today, which took forever, not least because of a "failed" train somewhere in the Birmingham area which kept my train at a standstill for 40 minutes and meant I missed my connection! I think this method of road-mending, which I was watching while waiting for the bus in Northampton (final leg of outward journey!!) will also take forever.
