What kindof COMPLETE AND UTTER DULLARD goes to the effort of washing out bottles and cans, packing them into the car and karting them off to a 'local neighbourhood recycling facility' to then DUMP THEM on the floor?

And why, pray tell, does said local neighbourhood recycling facility have a receptacle for the recycling of the odd sporadic pair of shoes but not the slightly more common plastic bottles and cardboard?
