Messy

This is the magazine and bottle bank just up the road from my house, it always has a pile of rubbish next to it. No sooner than it is all cleared away, more appears.
Do people stop at the bottle bank and then find that a bottle bank only takes bottles, not beer cans, cardboard, and plastic items etc or it just an excuse to clear all the rubbish out of their cars do you think?
