Thrift and blessing

Spotted above the entrance to an Edinburgh bank I was surveying today. Apparently from 'The merchant of Venice'.
Does it mean pay your money in here and be rewarded...... or is it reflective of the Scottish virtue of thrift and saving and not extravagance.
