Dissent to /Dissent from?

A mini rant for a dull day
This is the form to try to prevent the government from selling sharing your personal information. A bit late as they've already done it once.
In case you don't know, you actually have to go to your doctor and ask for this form.
Hardly in plain everyday language is it, when did you last hear dissent used as a verb? I didn't think I was ill educated but what is the difference between dissent to and dissent from. I don't know but there must be some, otherwise why the slight change in the wording. Perhaps some blipper whose command of English grammar is better than mine might enlighten me.
