Geographically Challenged?

Another lovely sunny day took us back to the grounds of Penicuik House.

We aimed for the sheep field, to see if any lambs had appeared (none), then the Low Pond, to check for frogspawn (none) and expected to see the heron standing among the reeds; instead was what appeared to be a cormorant perched on a wooden frame.

Several poor photos were taken, mainly for confirmation; this has been heavily cropped and lighting adjusted. What becomes clear is that it is ringed on both legs.

Bearing in mind this is about thirteen miles from the coast as the cormorant crow flies, I wonder what brought it to the middle of Midlothian.

Edit: It crosses my mind that the left leg 'ring' might be a bandage and he is an escapee from the Animal Hospital at Bush, a matter of a couple of flying miles.
