Once more into the breach! Government in all its forms loves nothing more than an assessment process. Strategies, guidelines, application forms, assessment guidelines, assessment forms, letters of refusal and success, evaluative frameworks and progress reports. Whole parts of the Nordic coniferous region have been sacrificed to these endeavours. The spectre of "The Wrong Form" haunts these murky denizens and munches up those innocents who fall under its spell.
