I have no problem in principle against a little-used former furniture shop being converted into a food-shop, even when there are nine or ten others of its kind and about another ten of other similar kinds within a mile, but the idea of making the front entrance the delivery entrance as well as the shopping-customer entrance seems a little bit daft when the premises almost certainly have access to the rear, though I may be being biased as a regular user of the bus lane such deliveries would block, if they were to take place during the morning rush hour.
