Daffodils on the Verge

One of the lovely things about this time of year is the long stretches of daffodils lining many of the road verges. I presume that at some point bulbs were planted and they are now increasing in number, but who started them off? They're too regular not to be deliberate but I have difficulty imagining the Cooncil having done it.

These were lining the drive up to Comrie Croft where I had a meeting on a very sun y Monday :-)
