Multi Storey Bike Shed

Letchworth used to be known as a very sleepy town. Someone once said that the best thing to buy there after 7pm was a train ticket to somewhere else. A bit unfair, perhaps, but appropriate. Now look at the town! They have a multi storey cycle rack outside the train station. I haven't seen one of these before and have to wonder how you get your bike up and down from the top shelf. Can you ride it up there from a little ramp somewhere? It made a good blip today.
