View Through A Fence

I suppose the owners of this fence is thinking that it's not worth it to replace the broken fence board. And I have no idea what he's trying to keep out of this small hole with the plastic mesh, especially as the hole is about 6 feet off the ground. But the hole does provide a pretty nice view of the tree in his garden with its white blossoms.
