Filling in the cracks

The pedestrianisation of this street was supposed to have been finished back last may. Indeed the council confirmed as much, but every now and then these small teams appear and do various small jobs. Today this pair were filling (or as their company name suggested-sealing) in the cracks.
I wonder if the Romans ever used silastic to stick down their tessera?
