Arrested Development

Except it wasn't. Police Community Support Officers do not have a power of arrest but they can require a suspect to remain with then until a police officers arrives; quite what they do if someone refuses to wait to be arrested I don't know.

The ladies were throwing a ball for a dog, he was getting animated. I wonder if the two events were linked.
