A Public footpath stile (puzzle) ?

Here in the UK. The landowner, by law, has a duty to maintain structures such as gates and stiles on public rights of way on their land. typically these are used to bridge Walls,Fences and electric Fences.

However I found this Style in the middle of a field with no fence or hedgerow either side ! It kind off looks pretty odd just standing in the middle of Nowhere !
