Haven or Feeder?

At first look this is what it seems to be - a bird feeder,but look again and you can see the unmistakable signs of danger. The shredded post shows that the local cats view it as their scratching post.

I wonder if they don't also consider it as a bird dispenser, a cats takeaway where they might stop off at K&C 's for a quick thrush.
