Estonia was grabbed by the Russians in 1940, and let go in 1991. This crumbling building is now surrounded by smart, shiny new office buildings in the airport business park, but nobody seems to have found the time or money to knock this one down. They have a LOT of undeveloped land, so space is not so valuable, perhaps.
