Free but ugly x-mas tree

This is a typical shot of my neighbourhood.
With aid of the government the neighbourhood is under renovation.
Because of all of the nuisance the contractor, which is performing the renovation donated a Christmas tree the to neighbourhood.

Don't get me wrong, because I do like the gesture. However, the could have spent more than 5 minutes to put up the Christmas tree, because in this way it's rather ugly, or not?
