A Trick of the Trade
One never wants to give the bees too much room to the extent that it results in a chilling of the brood nest and a resultant slowing down of egg laying by the queen.
Thus when adding a new box on top of the hive for honey storage one can play it safe by putting a sheet of newspaper between the boxes, as seen here.
The bees chew through the newspaper when they are good and ready to expand in to the top box.
I suppose you could call it delegation!
