The Watertown Arsenal was in operation from 1816 until 1995 when the approximately 100 acre site was sold by the U.S. Army to the Watertown Redevelopment Authority. So my friend Wiki tells me. The lovely brick warehouses were all converted either into retail space in the form of a shopping mall, or offices and R&D space. This building stands at the end of the site and was repurposed into a parking garage which seems never to have been completed, hence the spiral to nowhere.
