Plastic Bags

The Government of Mali recently passed a law requiring all plastic bags to be biodegradable. This is why. There is no formal rubbish collection in the country, so it gets dumped at the most convenient location. The wind picks up the lighter stuff and it, in turn, collects in places like this. It can cover several hundreds of square metres in some locations.
