Road Works

I'm all for improving the road sysytem, but when road works go on this long I do dispair. Generally there a a few workers shuffling cones around and that's seems to be about it. Today there seemed to be some genuine activity as I passed on the way into town, however 30 mins later this is the scene.
Who are they accountable to?
