Working hard or hardly working?

It has been a cool breezy Monday. Happy Dragonboat Festival! Enjoying the 3 day weekend and K requested to grab some last minute souvenirs before leaving Shanghai. After an awesome breakfast buffet at the Marriott, we hit up People's Square. On the way into a shop, i spotted their neighborhood ... patrol men (not quite sure what they are) on these steps. They didnt glance up as we walked by.
