What's Going on Here?

Down a country lane and found this place called Debdale Wharf so I stopped to see what was going on.
There is a man under the boat and it looks like a high pressure water hose I have no idea if he was cleaning the barge or what
But even with all that lifting gear I don't fancy standing where he is..........
