So when was Tontine Lane 'privatised' ?

Tontine Lane, a great shortcut, and for many years a popular shooting location for the TV and movie industries, was gated, security locked and made strictly no entry to the public a while back. Now seems to be for the exclusive use of Glasgow council and CG2014 people, some of whom like to zoom out of this exit by car, endangering passers-by in the process (including me recently).
Aye, "People make Glasgow"...
