Potato leaf curl

I wondered if anyone had a similar problem to this with potatoes. My six potato plants and three tomato plants have this leaf curl and I think it might be caused by a hormonal herbicide that might have been present in some soil improver I bought. I have no way of checking this. However the only plants it has affected are the ones planted where I used the soil improver.
