Town Clock

I have been wanting to record on Blip a picture of our town clock but I very seldom go into the town centre.
I was there today to get my hair cut and as I passed the clock two young girls were busking so I asked there permission and took the opportunity for a picture.

Has anyone ever seen a clock like this before and if they have do they know how it tells the time. I know there are numbers in the pavement but I have never worked out the time from it yet.
