These expensive pieces of paper, permit me to use vehicles and thereby spend money on fuel. This allows me to pay extortionate tax on this fuel. As a bonus I am then allowed to pay VAT on both the fuel and the tax. Because so little of the cost of these pieces of paper is spent on road building or repair, the powers that be are too ashamed to call them road fund licenses any longer and now refer to them as vehicle excise duty in honour of the motorists contribution to the economy.
