Roofing 101

The temporary covering on this building has been in place for at least 6 months. I wonder if the tarps are necessary for whatever is going on inside since a glance at the ground in front of the doors shows no tire tracks and I don't think I've ever seen a stand alone garage with it's own electric meter.

Strange...???
