Act of mindless vandalism

This is the site that is a memorial flower bed in the village that our WI tends, plants and maintains. Last night some imbecile drove onto the bed, driving over and over it in an act of mindless vandalism that I find hard to comprehend. Witnesses saw it happen, recorded the number plate and locals say they know who it was. This is not the first time this has happened this year, it is the 3rd.
With so many dreadful things happening all over the world this week especially this is really quite insignificant in the general scheme of things but this is the quiet Surrey village where 60+ lovely scarecrows remained untouched for 2 weeks. Can anyone tell me why someone would want to do this?
We will replant, maintain and tend this flower bed of that there is no doubt.
