No...idea

I decided to make the most of the sunshine and walk home tonight, rather than make Laura hang around for me.

On the way back I noticed this sign -I've run past it loads of times- but I've never paid attention to it before.
What does it mean?
No cycling and no walking?
No bikes or holding hands?
No jumping over adults and children?

Weird thing is that it's supposed to be a cycle route!
