Smoke bud?

We've got a smoke bush at the bottom of the garden and it has some interesting little bits to it at the moment - these are some of them. Not sure what they actually are - I hope one of you will be able to tell me. Are they buds of some sort?

Today has been a bit less eventful than yesterday thank goodness.
