Highly Polished Metal Body

Yes, it is a car, I have no idea about it's make, i think it is probably a home made vehicle,but I could be wrong. It pulled up outside a cafe today while I was sat drinking tea with friends, and I said, almost out loud,"There's my Blip for today!"
So, here it is, mystery vehicle, and right place, right time, for me!
