To upload or not to upload?

I was going to upload this photo earlier, but I wasn't sure if I was allowed...

This sign is along the main road near us - not near shops or offices, with a single yellow along it. Other than that, nothing remarkable about the location. I might be missing something, but I'm really not quite sure what they're getting at!
