Danger?

This notice went up on our village green on Saturday. There is a further notice on the roadside announcing that work would begin (on these tiny lanes) in the week beginning 18th August. People living in the cottages put their cars in the village hall car park, a few minutes walk away.
But nothing has been done yet!
And a skid at 10mph? Just moving at that pace is quite tricky!
Ho hum, we're in Somerset!
