I was a bit baffled by this strangely incomplete sign. Was it some kind of puzzle?

If so, I have a few suggestions about what allowing your dog to foul public areas might be:

a) abomination
b) eyesore
c) infelicity
d) overfamiliarity
e) unusual hobby

Interesting that the "maximum fine" area seems to have been left blank too. It all seems a bit indecisive, if you ask me.
