Mad Cow?

This has to be one of the oddest things we see as we drive around. One of the small villages has a space where someone has put this 'sculpture'. The blood-covered doll hanging from the cow's mouth is just plain weird. I'm surprised it hasn't been removed by now, but it has been there for a while.
