Not sure what's going on here

Noticed this when walking through the car park at work.

Reminded me of seeing a guy riding a scooter in Italy, 3 piece suit, shades, cigar. Doesn't really work in September in Yorkshire though! Why are scooters cool on the continent but not here?

I like the decorations though...a very good film.
