Weird cylindrical object

Today, I went back out into the outernet, and discovered some brand-new things, which over the coming days, I will elaborate on them.

I will start today with this very strange object. I'm not quite sure what its purpose is, but it seems to be sitting in some wires for some purpose. I shall investigate it further, it intrigues me very much.
