health and safety ?

This is a newly erected barrier at "cash strapped" Worcs county council. This walkway has been there for nigh on 20 (?) plus years, why put a barrier up now? Who has fallen in? What state were they in. when they dell / almost fell in? £ £ £ thats all it counts for
