Bugs

I need help. If anyone can tell me how to get rid of the huge amount of bugs that invade this poor rose bush I would be so grateful. I have tried spraying and there are just to many to manually remove them. I have pruned this bush to with an inch of its life, and still they come. It is driving me mad.
